The Master in Electoral Policy and Administration (MEPA) is an advanced online program designed to equip current and aspiring election professionals with comprehensive knowledge and practical skills in electoral processes, administration, and democratic governance. Delivered jointly by Sant'Anna School of Advanced Studies in collaboration with UNITAR and International IDEA, MEPA draws on the expertise of field practitioners and leading academics from around the world.
The curriculum covers all electoral phases and frameworks, including modules on managing elections in emergencies, elections in fragile contexts, leadership in electoral administration, gender and elections, and electoral logistics. MEPA is primarily delivered online through an interactive e-learning platform, with an optional residential component of up to two weeks at Sant'Anna School's premises in Pisa, Italy. The MEPA syllabus comprises 12 compulsory modules and 12 optional modules, totalling 24 modules that cover the full electoral cycle. Electoral Management Bodies (EMBs)
3 ECTSThis compulsory module examines the structure, mandates, and operational dynamics of Election Management Bodies. Students learn about different EMB models, their independence, and strategies for effective election administration.
Electoral Systems and Managing Representation
3 ECTSThis compulsory module covers the various electoral systems used globally and their impact on political representation. Students evaluate how different systems affect governance outcomes, minority representation, and political stability.
Political Parties, Campaigns, and Political Finance
3 ECTSThis compulsory module addresses the role of political parties and campaign processes in democratic elections. Students study political finance regulations, campaign management, and the impact of money in politics.
Managing Electoral Security, Electoral Violence, and Preventing Election-Related Conflicts
2 ECTSThis module focuses on strategies for managing security challenges during electoral processes. Students learn conflict analysis principles and develop skills to prevent election-related violence and promote peaceful democratic transitions.

Up to 30% fee reductionIn each selection round, up to three fee reductions of 30% may be offered to Master candidates from Least Developed Countries. Female candidates receive precedence in the case of equal qualifications. Reductions are subject to fund availability.
