Overview
Purpose of the Program
Social, economic, political and spatial changes in the world directly affect the administration and therefore the local administration approaches. In a rapidly globalizing world, urbanization and the effects of urbanization, like many other things, are changing the administration style and understanding, and this change is also reflected in public administration. It is no longer possible to plan and manage everything from the center. Decentralization and participatory understanding are gaining importance. The understanding of municipality is also changing in the world. Now, municipalities that only provide infrastructure services to local people are being replaced by municipalities with very diversified services . A new understanding of municipality, also defined as 'social municipality', is becoming widespread not only in our world but also in our country. While cities grow, develop and become too complex to provide services due to the impact of internal migration, they also reveal the need for a transformation. Today, many large cities are experiencing the pain of transformation. This urban transformation is of great importance especially in countries and regions under the threat of earthquakes, such as Turkey.
The main objective of the program is to develop a transparent, participatory, environmentally sensitive, innovative and democratic local government approach with academics who can approach the subject of local government from different disciplines and to train people who adopt this approach. It is thought that both the development and dissemination of the new local government approach and vision, and the education that will increase the academic knowledge of local manager candidates in this direction will also contribute to the future of the country.
Structure of the Program
The Non-Thesis Program consists of a total course load of 30 credits (10 courses) and a non-credit graduation project.

Application Conditions
- Getting at least 55 points (Equal weight) from ALES exam (For thesis-based MA program)
- Have a four-year undergraduate degree
Application Documents
- Undergraduate Graduation Certificate (Original document, notarized copy or graduation certificate obtained from the E-Government system)
- ALES exam document (Only for thesis programs - EA minimum 55 points)
- Transcript; original or approved by the university from which the student graduated.
- Copy of ID Card, Notarized Copy or Document Received via E-Government
- 1 passport size photo
- Residence and Criminal Record from E-Government
- Military Status Certificate for Male Candidates
- For Graduates from Universities Abroad; Original or certified copy of the equivalence certificate received from the Council of Higher Education and/or a certificate of recognition issued by the Council of Higher Education.
- Filling out the TC Istanbul Okan University Master's Degree application form
